1 Summary

The IPv6 Enhanced Council members met on July 27th, 2023 under the Chairmanship of Pr Latif Ladid (Luxembourg University), the Vice-Chairman Dr. Will Liushucheng (Huawei), and the Coordinator Dr. Tayeb Ben Meriem (IPv6 Forum). 26 participants attended this Third Plenary meeting. Opening talks have been given by 4 Speakers from 3 Regional IPv6 Councils: APAC Region, US, Arab Region and one from the IDSA (International Data Spaces Association)

The next Plenary meeting is scheduled for August 31rst. 14:00 - 17:00 (CET)

2 Opening of the meeting (Chairman)

The Chairman, Pr Latif Ladid welcome the attendees and introduced the Opening Talks session.
Introduction of two participants who attended for the first time an IPv6 Enhanced Council meeting:

  • Mr Mohammed Rudman (Nigeria IPv6 Council): he gave a short status of IPv6 deployment in Nigeria, and he stated, “there in no support from Government and there is only a small support from the Regulator”. He anticipate a stronger support from the stakeholders to improve the situation.
  • Mr Pascal Thubert (Cisco). He is a co-founder of the ETSI IPE ISG, transformed into IPv6 Enhanced Council as part of IPv6 Forum beginning of 2023. His participation is important as he is also a key person in IETF in the IPv6 space. This facilitates bridging and cross referencing the reciprocal work in both bodies in complementary manner. Pascal is the Rapporteur of WI on “Industrial Internet and Enterprise” and related deliverable in the v6 Council. This deliverable is at a completion phase.

3 Opening Talks: Invited Speakers

The approach adopted by the Management Team is to invite 2 or 3 speakers at each Plenary meeting to share their experience within a dedicated opening talk session. Table 1 lists the 3 topics covering this session, and key messages delivered by the three speakers.

- Speaker: Prof Emeritus Sureswaran Ramadass (APAC v6 Council Chair)

  • The presentation addressed the 4 following Topics:
    • Formation of APAC (Asia PAcifiC) v6 Council It is a newly created with Establishment date for August 22nd, 2023. The Board includes two Vice-Chairs Krishna Kumar Lahoti and Robin Li. The Steering Committee is composed of 1 representative per Country. The KOM is scheduled for August 2nd, 2023. The APAC v6 Council is collaborating with APNIC that provides support.
  • Vision The APACv6 Council Vision is summarized by the following statement: “To lead the transformation towards a New Internet world based on IPv6, closely working with governments, regulatory agencies, service providers, and other relevant stakeholders, to foster a sustainable and interconnected digital ecosystem across the Asia-Pacific region”. It also intends to show and demonstrate the benefit IPv6 brings and monitor and evaluate the progress.
  • Agenda
    • Develop a Strategic Roadmap
    • Promote Awareness and Education
    • Engage with international forums to foster global collaboration
    • Identification of Member States, key stakeholders, current adoption rates and challenges, strategies, and potential solutions
  • Deliverables for 2023 The key following deliverables are expected to be produced:
    • Identify Member States and Onboard them to APAC v6 Council
    • Define the Strategic Roadmap
    • IPv6 Capacity Building – for Awareness, Training, Testing, and Deployment best practices through whitepapers, blogs, technical recommendations.
    • Participate/Conduct international conferences, workshops, and forums to represent the APAC IPv6 Council
    • Technical Contributions to IPv6 Enhanced Council for APAC region

- Speaker: M. Ralph Wallace (USGv6 Council, Chairman)

  • Topic: Status of IPv6 in the United States

  • Key Messages

A comprehensive Background on USG enacted IPv6 Policies and Plans have been presented:

  • Originating Direction (2003) The Task Force was charged with considering a variety of IPv6-related issues, “including the appropriate role of government, international interoperability, security in transition, and costs and benefits.”

  • Cybersecurity requirements for IPv6 (there are distinct differences between IPv6 and IPv4 cybersecurity elements)

- Speaker: Ms. Itidal Hasoon (Arab IPv6 Council, Chairwoman)

  • Topic:
    Status of IPv6 in the Arab Region

  • Key Messages:

  • The presentation addressed the IPv6 journey in the Arab Region and the reasons why most Countries are lagging behind in terms of IPv6 deployment except KSA (Saudi Arabia) and UAE that are in the Top 16 (6 and 16 respectively)
  • The main reasons of this gap
    • Mostly instabilities in most of other Arab countries
    • The political decision put on hold for more than a decade
    • Absence of Government decree
    • Changing of responsibilities and decision makers
    • Absence of any efforts from Moderators and service providers
    • Lack of education and training
    • No budget allocation for developing cities infrastructure
  • IPv6 deployment journey in the Arab Region United Arab Emirates (UAE) was the first country who hosted the First Regional IPv6 Summit back in 2001, followed by Kingdom of Saudi, then Egypt, Algeria, Tunisia, Morocco….

  • Consequence of this delay
    • Economic growth is affected in many Arab Countries (direct correlation between IPv6 deployment rate and GDP Growth rate has been demonstrated)
    • Increase of the Digital Gap between the Arab counties and the rest of the world
    • Attractiveness of International development and support is affected
  • Kingdom of Saudi achievement (as a major case study)
    • The Communications and Information Technology Commission (CITC) announced a 50% increase in IPv6 adoption compared to 2020 placing the Kingdom among the TOP 10 countries (ranked N° 6) in the world and the first in the Middle East for the adoption of IPv6
  • Instruments to catch up with other countries
    • The newly (May 2023) established Arab IPv6 Council will help in creating a plan to be implemented per county
    • Inter country collaboration
    • Collaboration with strategic partners IPv6 Enhanced Council, Vendors, RIRs, ISOC, ITU-T, Arab League

- Speaker: Ms Sonia Jimenez (Director Data Space Technology, IDSA)

  • Presentation of IDSA (International Data Spaces Association) The presentation title is: “from data silos to trusted ecosystems: a journey to interoperable Data Spaces”.
  • IDSA in a nutshell
    • It is a coalition of more than 140 member companies that share a vision of a world where all companies realize the full value of their data in secure, trusted, equal partnerships.
      • Develop a reference architecture for international data spaces (IDS), including a governance model and adoption strategy
      • Continue to evolve IDS-based use cases
      • Establish IDS as the international standard for data Exchange in the economy of the future
      • Support the certification of IDS-based software solutions
      • Shape the future of IDS with open-source
  • Data Sovereignty is the ability of a natural or legal person to decide exclusively and sovereignly concerning the usage of data as an economic asset
  • Data Space is the sum of all end points that are able to share data with each other.
  • IDS-based data spaces are built on three pillars:
    • Interoperability (Intra and Inter) that may happen at different layers: Legal, Organizational, Semantics, Technical;
    • Trust between different security domains (with certification);
    • Rule for Data Economy (usage control)
  • IDSA Rulebook covers different agreements (Business, Legal, Operational, Functional, Technical)
  • Connector is a gateway for connection to participate in a data space. It ensures trust through IDS Certification and cyber security assessment. Connects to trust frameworks and identity management and ensures data usage control and guarantees interoperability
  • IDS Certification includes:
    • Component Certification with 2 Levels: Assurance Level 1 (Checklist Approach), Assurance Level 2 (Concept Review)
    • Operational Environment Certification (an assessment of the trustworthiness of the physical environment, processes, and organizational rules)
  • Note:
    • IDS is a concept analogous to the internet based on peer-to-peer communication. Synergies with IPv6 concept could be found
    • Potential synergies between IDS Certification Framework and IPv6 Logo Ready Program could be found

5 Presentation of the CSPs / Operators Committee (Coordinator)

Mandate and Responsibility demarcation

IPv6 Enhanced Council is “CSPs / Operators-Driven” where CSPs / Operators are given leadership and control role through a “CSPs / Operators Committee” to advice the Council regarding the new requirements CSPs / Operators intent to place on IP Networks within 5G & 6G era as well as Business Scenarios and Use Cases of high interest to the Industry.

The interactions with identified internal and External Stakeholders have been presented through a diagram.

6 Presentation of LSOUT to ITU-T Focus Group on Metaverse (FG-MV)

Two LS OUT (Liaison Statements) have been established with ITU-T Focus Group on Metaverse (FG-MV) on March and July 2023 and 2 contributions have been presented at the two respective ITU-T Focus Group Plenary meetings.

ITU-T sent a formal answer to IPv6 Forum indicating they will include in their WG 3 (Architecture of Metaverse) and WG 5 (Metaverse Interoperability) the mapping between IPv6 Enhanced Council deliverables and the objectives of ITUT-T FG-MV as described in the ToR of the ITU- Focus Group (MV).

7 IPv6 Enhanced Council PoC Program

It is part of WG2 (PoC, Test & Trial) 4 ongoing PoCs (approved in September 2022) document has been presented. PoC Topics document (Repository / Catalog of 83 potential PoCs Topics) is made available where a PoC Project team that would like to submit a PoC Proposal can pick and choose PoCs topics of their interest from this PoC Topics Repository / Catalog to make sure their proposal is aligned with the established PoC Program process.

Any member interested in joining one of the 4 ongoing PoCs can contact the PoC leader of the targeted PoC.

Any member willing to submit a PoC Proposal is invited to follow the PoC Program process available in the be Site.

Status of the pending draft deliverables

  • Actions on the Editors / Rapporteurs to speed up the publication process. Progress in completion of the draft deliverables is expected:

    • Ralph will prepare the paper on IPv6-Only
    • Krishna on SRv6 and IoTv6 Ready program
    • Rapporteur of “IPv6 on Enterprise”
  • Action on the Management Team

    • To upload the input documents and make them available at the Web site

9 Next Plenary meeting (All)

The next Plenary meeting of the IPv6 Enhanced Council is scheduled on August 31st, 2023. 14:00 - 17:00 (CET). Zoom link and the Agenda will be shared by the Management Team.
