He gave the floor to each participant for (self-introduction) to introduce him/ herself, company, and background. 43 members attended this KOM (First Plenary Meeting) including news members recently joined the IPv6 Enhance Council. The profiles of the attendees reflect the diversity of members from Operators, Regulators, Vendors, Verticals Players, Research Institutes, Universities. The Chairman expressed the need to open the Council to other categories of Stakeholders such as NGOs, Associations, Group of Citizens, …. IPv6 Enhanced Council has 123+ members worldwide. Table 2 lists the distribution per region.

  • Regions Africa + Middle East (20+)

  • Americas (27)
  • Europe (35)

The mission, scope and responsibility demarcation of the IPv6 Enhanced Council are clearly defined and described in the ToR (Termes of Reference). The IPv6 Enhanced Council is an Industrial Organization aiming at complementing the IETF work as Standard Maker in the same way GSMA is positioning wrt 3GPP. The IPv6 Enhanced Council as “Customer Facing” Body, studies the applicability of IETF IPv6-based RFCs then derives and provides the following deliverables to the Industry: • Use Cases • Challenges • e2e Reference Architecture • Deployment Frameworks and Practices • Guidelines • PoCs Program (Test & Certification)

The main benefits to members are but not limited to: • New Business Opportunities • Access to a Catalogue of Business Cases • Collective Voice to influence regulations, standardization and investments • Collaboration with Global Leading Partners

4 Opening Talks: Invited Speakers

The approach adopted by the Management Team is to invite 2 or 3 speakers at each Plenary meeting to share their experience within a dedicated opening talk session. Table 1 lists the 3 topics covering this session, and key messages delivered by the three speakers.

- Speaker: - Mr. Jean-Charles Bisecco (France IPv6 Task Force)

  • Topic: French IPv6 Task Force status

  • Key messages:
  • 4 timelines showing the different deployment roads chosen by ISP.
  • Some fresh ISP deployment stats showing we’re now close to completion in France.
  • Show we’re still late with private hosting, Gov websites, and corp. France IPv6 Task Force now needs visibility from CTOs, but how?
  • Explain why getting a v6 prefix is not the end of the journey on CPE side:
  • P2P or self-hosting use cases require PCP, DHCP-PD,…
  • We’ve added questions covering this in the last ARCEP (French Regulator) Barometer last year, will share results.
  • Use case-based audit list under development and test campaign will start in June on a FFTH segment of a French Operator with ARCEP (French Regulator) support to reach various ISPs and ask for volunteers in other countries.

- Speaker: Ian Hallissy (TUS, Ireland)

  • Topic: IPv6 for Universities and beyond

  • Key Messages
  • It only takes a small team to accept technical challenge of IPv6 which should stimulate motivated Network engineers.
  • Then applying best practice phased migration utilizing dual stack leads to an IPv6 infrastructure that is future proofed and ideal for innovation & Research in the University sector.
  • We believe that a critical factor in resistance to IPv6 adoption is reluctance to change legacy switched designs.
  • Our IPv6 only Wifi6 deployment shows modern software designed Networking solutions utilizing controller-based access control secure infrastructure for an Enterprise network.
  • Finally, the adoption of IPv6 is inevitable so it is key to get started on planning this journey rather than a rushed deployment

- Speaker: Ralph Wallace (USG v6 Task Force)

  • Topic:
    IPv6-Only status

  • Key Messages:
  • A comprehensive Background on USG enacted IPv6 Policies and Plans have been presented
  • Originating Direction (2003)
  • The Task Force was charged with considering a variety of IPv6-related issues, “including the appropriate role of government, international interoperability, security in transition, and costs and benefits.”

    • SUBJECT: Completing the Transition to Internet Protocol Version 6 (1Pv6): 20%/(end of FY 2023) 50% (end of FY 2024) /80% (end of FY 2025) Objective
    • OMB M-21-07 is intended to be the final guidance established to complete the Federal transition
  • Cybersecurity requirements for IPv6 (there are distinct differences between IPv6 and IPv4 cybersecurity elements) Note: Federal IPv6 Transition Best Practices presentation can be made by Ralph Wallace with the original slides upon request
